This is part2 of https://github.com/TileDB-Inc/TileDB/pull/4516 , adding the rest_client part. The REST route needs to be added on the Cloud side (the actual route needs confirmation/specification from the Cloud team).

I'll get to the review on this today, but we should probably flip this to draft so we don't merge it until after the cloud team has merged the underlying bindings and routes. And I think this also needs a rebase against dev now that the other PR was merged.
