msys2 has updated its aws sdk package to one having an assert that, on process shutdown, seems to more often than not generate a fatal exit in processes using it.

This makes this effort essentially un-viable, until/unless they change that or the msys (used for R support) builds does its own build of a patched version of the sdk as tiledb core currently does for its windows builds using aws sdk versions with same issue.
