Consolidation default parameters for sm_min_frag and sm_max_frag

Currently the ux around the the consolidation parameters is a bit hard to use, you cannot set max_frag without also setting min_frag due to the current defaults.

The proposal is to use -1 as for both the default min_frag amdn max_frag parameters to align with other configuration variable defaults.
