Is it possible to convert an mp3 to an mp4 with just a black screen?

I want to be able to quickly convert mp3 files to mp4 or other similar video files with just a black screen so I can post them on Facebook.

I believe it would be much more useful to be able to convert mp3 (or any other audio file) to mp4 video file with static image, maybe with FPS fixed to 12 (lowest value accepted by YouTube, for example).
