Setup does not auto-detect my Visual Studio 2017 and 2019 installations

When I click the "I will specify the location of MASM on my computer" option I'm presented with an empty list:

...even though my computer has multiple versions of the VisualC++ build environment available, for example these are all the copies of ml.exe on my computer:
