GTA Vice City doesn't work if you create a wndmode.ini file!

I know that there is such a feature in Ultimate ASI Loader called Borderless Fullscreen. In short, I'm creating a wndmode.ini file, and I'm trying to launch GTA Vice City... and the game just stops running! What to do?
