Differentiate between Queued & Stalled

Hi, so i queue torrents to not fill up my cache drive, so a lot of torrents are queued, however when using AGGRESSIVE_STRIKES=false they get ignored (pending) and when using AGGRESSIVE_STRIKES=true, the queued torrents get striked, the arr-api´s specify if a torrent is queued however, so it should be an easy fix hopefully
