Add option to configure volume

My user case is :

  • When I am playing solo, I play with the musics
  • When I am playing in multiplayer, I disable the musics

For me there is no problem, you can take it.

I don't not have a clear idea of the front side solution (the background is easy, it is like the language choice I have implemented). So do not hesitate to share your ideas before startint implementing (at least front side). Maybe @ThibautSF , I or someone else could challenge you.

Maybe just a checkbox, activated by default.

I mainly play Stellaris, and in game there is a music player in the UI (turn music on/off, change music, change music sound level, disable some musics...).
