To reproduce, make some (or all) of the mods enchants treasure enchantments. grab some vanilla items and stick them in a maxxed enchantment table. you will find they are still sometimes applied as bonus enchantments.

So is the desired behavior to allow them to appear as bonus enchants despite being designed treasure-only, or to prevent this from happening? The title describes an enhancement request, and the description describes a bug.
