Implement validation for plugin configs

Manually editing the settings.yaml file can go wrong on so many levels - typos, invalid values, missing scripts, etc. Even with the missing scripts reported as execution errors, a lot of things can go wrong, so settings must be validated before the sensor update loop starts.
