Add API for plugins to compose tweets

A plugin should be able to compose a tweet.

Things to consider:

  • User should be able to deny a tweet composed by a plugin. Ask for every tweet? Allow user to set "don't ask me again"?
  • How to select which account to use? During plugin installation? For every tweet?
