Moving Air Force Carpet Bomb general power to the Command Center

If it's being changed to LVL3 according to this, I think it should also be moved to the Command Center as well, so it will be easier to reset it with saboteurs and control its map entrance location using multiple command centers, like every other general power. The only reason it's in the strategy center is because it can be unlocked at LVL1.
