Air planes can become stuck in air when putting them in formation (CTRL+F) with a USA Spy Drone and using Attack Move.

This is with anything that can't move, although can be used as a strategy as well.

Does #2277 practically fix this problem or are there other unit formation combinations that USA and China can use to exploit this?
