I have a similar issue when using PowerShell 7.2.4. When I run scoop install logitech-gaming-software-np, I get an error:

Installing 'logitech-gaming-software-np' (9.02.65) [64bit]
The remote server returned an error: (404) Not Found.
URL https://download01.logi.com/web/ftp/pub/techsupport/gaming/LGS_9.02.65_x64_Logitech.exe#/setup.exe is not valid

and it looks like this is caused due to an invalid link, similar to the 1st comment.
