[Suggestion] Split config into client/common/server

I would like to suggest that you split the randompatches config into client / common / server variants to allow for compatibility with the Config Swapper mod.

Alternatively, just splitting out the client sided configs would be good too. This would allow me to change the Minecraft Title based on config mode, making it much easier for players to see when they're in normal or expert mode in Enigmatica 6.
