Installing Ruby: Update ruby version to latest stable release

The version cited in the lesson (3.4.2) is outdated, and no longer appears as an option when using the rbenv install --list command, which may cause confusion.

@JoshDevHub author inactivity but also the web app's been bumped to 3.4.5 since, and 3.4.6 has already been released. Worth closing this and bumping the curriculum etc. to 3.4.5? Or just wait until/if the web app moves to 3.4.6 to update the curriculum?

I think we can just go ahead and bump to 3.4.6, and I'll bump the web app there as well (I don't anticipate any problems with a patch bump).
I'll probably handle it as this gives me an excuse to finally flesh out the documentation on handling version bumps to Ruby in the curriculum.
