Fusion reactor EU-to-start doesn't prevent recipes starting

You can see this in Kharax82's YT videos, I've also verified it's not preventing the fusion reactor from beginning to craft.

As said in crafttweaker documentation (of GTCE), the EU-to-start isn`t implemented yet.
