Hobbywing 1060 esc will not arm

My 1060 will not arm when connected to the Board through PWM. I have an older board that had code from 2 years ago. I connected that board to my truck and everything worked normally. The esc armed and ran. Once flashed with the newer code it no longer armed and worked. Unfortunately I searched for the older files on my computer and could not find them. I flashed with the oldest version available on github but still would not arm. Wired everything directly to my Rx and everything worked. Confirmed its some sort of code issue but can't track down what setting is causing it.
