[Suggestion] Allow for rotated orientation of Impetus Drainers

I'd like to put one on my roof facing down, and sideways too if possible. But perhaps you had your reason not to do so in the first place, I assume perhaps because of the difficulty of making the spinning model inside also rotate correctly?

The animation part should be fine in this case, as it would be a static rotation to the entire block. I think there's just enough metadata space for rotation as well.
