Put license in separate file

It would be useful to put the license in a separate file (e.g. named LICENSE) so that it's visible in GitHub's repo metadata.

Lol, probably easier to delete this repo. Scanning the network in PHP is not, exactly, a good idea (also note the, much newer, much nicer, rust-based seed scanner in my github).
