Label Hacktoberfest misleading?

Dear maintainers,

I noticed that this repository is still labeled with 'hacktoberfest'. However, there are still several PR's from last years Hacktoberfest that

weren't accepted
haven't been commented

which seems to indicate that this repository is dead. However, I noticed that there has been some activity in the last 12 months. Could you please clarify whether this repo is still open to contributions or not?
