Administrative Stress Not Applying Correctly at Some Levels

There is an issue with how the debuff to power points (PP) is applied from Administrative Stress (AS). This is on a save that was made on 1.35 that I loaded on 1.36, but this issue was happening to my game pre update to 1.36. I am only using IU and the IU music mods.

At AS levels 4(presumably, didn't test and don't remember for sure), 5, and 6 the debuff is only applied to diplo power as the below 3 screenshots show, despite the AS modifier being seemingly defined correctly.

And oddly, for AS 7 the problem is reversed, the debuff applies to Admin and Mil power, but not diplo. NOTE: I did not get a screenshot of the tooltip for AS 7, but it did show -2 for all PP.

Was reported previously, still can't reproduce, it works for me. Will leave it open just in case.

Ok, did a test in a new save and the negative power points from stress are working fine, dunno why the save game is different...

And sorry about the close and reopening of the issue. Didn't mean to do that.
