Version the ontology periodically

Hi!

My name is Irene López and I am part of the data team at Open Targets - https://www.opentargets.org

One of the pieces that we integrate into the Open Targets Platform is your ontology to annotate variant effects. For that, we download the so.owl file that you make available as part of the release of this repository. We have noticed that the last release is from 2018, despite the fact that the ontology has been further developed.

I would like to ask you to keep releasing a version of this repository periodically so that we can always reference the version of the SO ontology that we use in each of our releases.

@ireneisdoomed I guess you're looking at the GitHub releases tab to download so.owl? The latest release that I see is 2021-11-22, downloaded from http://purl.obolibrary.org/obo/so.owl. That's the standard way to retrieve OBO library ontologies. You can find official release locations here. I agree it is confusing that it doesn't match the repository release tags (I don't work on this project, just came to submit another issue).

Actually I realize you already knew there were newer changes; I suggest reading the version from the owl:versionIRI property inside the ontology.
