Update parasitics frequently during repair_design
Parasitics are updated after fixing each driver in repairDesign. This removes the QoR change after repairDesign + estimate_parasitics. OR dashboard shows average finish setup TNS improvement of 4.5% and WNS improvement of 0.02%. Base git hash: 16e8a Test git hash: 4e814f
