gpl: unexpected behavior during routability iters

Describe the bug

Global place aggressively increases inflated area and has a seemingly high congestion factor. At routability iter 2:

[INFO GPL-0047] Routability iteration weighted routing congestion: 4.4130
[INFO GPL-0049] Routing congestion (4.4130) higher than minimum (2.3509). Consecutive non-improvement count: 1.
[INFO GPL-0051] Inflated area:              21613448.000 um^2 (+366.99%)

Results in higher than expected density and will fail with congestion during global route.

Expected Behavior

gpl is reflective of PLACE_DENSITY (or PLACE_DENSITY_LB_ADDON) and cell inflation is gradual.

Hi professor @mguthaus, sorry for the delay. GPL has other urgent issues.

I tried running the design from the provided artifact, although there are some issues. The vars from the artifact seem to generate an incorrect path: Error: global_place.tcl, 4 cannot read file /home/bgoldbla/UCSC_ML_suite-dev/designs/sky130hd/NyuziProcessor/sram/lib/fakeram_1x256_1r1w.lib.

I manually modified the paths in vars-NyuziProcessor.dev-sky130hd-base.sh but there is at least one missing file: Error: global_place.tcl, 4 cannot read file /home/aberndt/workspace/3ORFS/flow/designs/sky130hd/NyuziProcessor/sram/lib/fakeram_1x256_1r1w.lib.

I noticed the path at /flow/designs/sky130hd/NyuziProcessor/ currently has only the config.mk file.

@gudeh sorry about that, not sure what happened when I was making the issue the first time around. Just re-uploaded (and tested to ensure that vars generate correct path's, and that everything is placed correctly in designs/sky130hd/NyuziProcessor/).
