gpl: replace FastRoute with Rudy on gpl routability driven mode
Modify Rudy congestion estimation using normalization to avoid overestimating. Experiments show that normalization of routing congestion values reduces runtime in both gpl and drt.

Yes, I did notice. I see my branch only "ahead of master". The small fail on that private design I sent you some minutes ago is due to this merge with master.
