Revised minimal commit with link hier flag propagated to dbNetwork

  1. Support for propagating linker flag to dbNetwork.cc -- all regressions pass without change in non hier mode.
  2. First minor changes to dbNetwork.cc api (child Inst iterator).
  3. Test case for next commit (full dbNetwork changes) added.
