Phase 1 for adding buffer removal to setup fixing

  1. support for removing user-specified buffers only vs. all buffers
  2. new buffer removal API that can be shared between setup fixing and power recovery later
  3. place holder for new buffer removal codes during setup fixing

@precisionmoon, just a reminder all code related to our stuff is required to have a C++ unit test.

Yes, I already added one new unit test for manual buffer removal: rsz/test/remove_buffers3.tcl. I'll add more units for new setup fixing.
