Improve mpl2 so that sky130hd-microwatt does not have to rely on enhanced measures

Description

Currently, mpl2 cannot find a solution for sky130hd-microwatt without relying on using extreme values for target util.

Suggested Solution

  1. Not relying on enhancedHierarchicalMacroPlacement function measures.
  2. Being able to use the boundary penalty
