Fix blocked edges and support repair_pdn_vias for a range of layers

Solves https://github.com/The-OpenROAD-Project/OpenROAD-flow-scripts/issues/1767

  • unblock wrongway edges covered by block pins that have no right way access
  • repair_pdn_vias layer range: This is to consider PDN grid with 2 non-consecutive layers. I now neglect all pdn violations specified in the layer range and remove the violating pdn via stacks at the end.
