Currently testing with some private designs and making cpp tests, but created this draft PR for early comments on the code.

@maliberty I've tested with our PDKs and this PR looks good, drt is catching the values properly, and the checks seem correct. I've started a secure-ci run now.

I plan to create a new PR soon for the remaining keywords of this property.
