update to initialize voltage_domains if not set in the config

This PR has the following two changes for pdngen:

1. pdngen will initialize voltage_domains if not set in the config
2. pdngen will return a detailed error message when strap pitch exceeds design width or height

@maliberty I think it's covered by the determinePowerGroundNets and the automatic domain creation. The stuff added in ICeWall will likely break, but I don't think it's needed anyways.
