sudo ./setup.sh should not re-run installation of installed parts

Description

E.g. or-tools, cmake, etc. is downloaded and installed again.

Sometimes it is necessary to re-run sudo ./setup, because of a network outage. In this case, it would be most helpful if donwloads don't start from scratch and already installed features are skipped.
