Verify inflated std cell area correlation between MPL and GPL

Description

This should enlighten us about how much discrepancy may exist between MPL / GPL abstractions.

Suggested Solution

MPL wise:

• Use the changes in #8665;
• Skip push-to-edges post process;
• Don't expand std cell clusters to fill empty space after annealing.

GPL wise: Use the area of bins with movable cells in order to have a rough estimation of the bloated std cell area.

Additional Context

This should be done for multiple designs.
