Enable opt_hier by default

This enables synthesis optimization across hierarchical boundaries (SYNTH_OPT_HIER=1) by default for all designs except the following:

sky130hd/microwatt nangate45/bp_fe nangate45/tinyRocket nangate45/ariane133 rapidus/hercules_is_int

In the nightly " bp_be_top nangate45 - 55m 9s" but in this PR its over 6h
