Re-enable non-virtual TD for nangate45/bp_fe_top

Description

With https://github.com/The-OpenROAD-Project/OpenROAD-flow-scripts/pull/3281 we will have disabled non-virtual sizing for bp_fe_top at global placement time. This is to work around placer divergence. Investigate the cause of the divergence and undo the workaround.
