io.tcl error: invalid command name "exclude_io_pin_region"

Describe the bug
Hi, I am currently trying to run some designs through the flow. I am uncommenting some of the sample designs (ariane133 or ariane136) in the makefile under /flow, however it runs into this issue: Error: io.tcl, 1 invalid command name "exclude_io_pin_region"
Please let me know how I can fix this. I have been running into many issues lately so maybe the problem is bigger than this. Thank you for taking the time to look at it.
Expected Behavior
I expected for the design to complete the flow process until after the floorplan.

Hi, am I searching in the wrong place? I looked for the latest release and found this,
I believe it is the same version. Just in case, I downloaded the dec 14 deb file and still received the same error and version number.

Hi! I've tried working with another design that did not have an io.tcl file, and ran into this issue instead:
I've gotten this issue for multiple designs. Here is the command that I ran: in /flow: make DESIGN_CONFIG=./designs/nangate45/tinyRocket/config.mk

I also encountered this problem when using rtl_macro_placer command (inside macro_place_util.tcl), my workaround is to use place_pins before calling rtl_macro_placer. I'm not sure if it is strictly required to place pins before macro placement.

@val-terry I added this command to the first line of macro_place_util.tcl: place_pins -ver_layers metal4 -hor_layers metal3.
