Investigate turn on RECOVER_POWER by default

Description

In light of the performance improvements reported in https://github.com/The-OpenROAD-Project/OpenROAD/pull/5150, please investigate if we can turn on RECOVER_POWER by default. Previously it was too slow for large designs to be useable.

Turn it on and see what happens and identify any further action required.
