[Stage]: Detail Router.

Describe the bug

Previously, all sky130hd and sky130hs designs ended with zero antenna violations post-DRT. After the last updates in OR, we have 1 DRC in sky130hd/microwatt.

Investigate why this is happening and what should be done to go back to zero violations.

Expected Behavior

Zero antenna violations post-DRT.
