Implement non-design specific method to report_power based on VCD-based data

Description

As part of https://github.com/The-OpenROAD-Project/OpenROAD-flow-scripts/commit/073f45e619136239fa9e4d52a39f844896450a1a, a Verilator-based method of generating VCD file and then using it to influence report_power was introduced for mockarray.

The ask is to create generic infrastructure so that this capability can be enabled for any design (e.g. gcd).

Suggested Solution

Examine mockarray based implementation and identify what controls and script mods are necessary to enable both steps. Spec and review prior to implementation.
