Add `tclint` to ORFS CI

Mirror of https://github.com/The-OpenROAD-Project/OpenROAD/issues/4347, it would be nice to add tclint to the CI of this repo as well.

Unless suggested otherwise, I think we can use OR as the guinea pig and then apply whatever methodology works there to this repo.
