Current CI for PRs doesn't have that many designs (and doesn't cover all the variables needed)

Proposal

Investigate leveraging cloud resources on hand to run a full suite of tests. It likely won't be the entire extended test set because not every problem in the world can be solved by throwing enough compute at it, but it should at least run substantially more designs.
