Missing include to <string>

The lefout.h was recently modified and now fails to compile on our systems. It would appear the issue is a missing #include <string> in at the header of the file https://github.com/The-OpenROAD-Project/OpenDB/blob/c095760fc6e8cf5fa99abe10f9401f8aa0e7a6eb/include/opendb/lefout.h#L84
