Remote refactor

• Remotes no longer a room type
• Keeper and center rooms may be remotes (just don't use them yet)
• Remotes indicated by their CN (Commune Name) value
• Construct remote values before assigning them

use value Much like abandonment, but dictates all activity in the remote in different values.

0 = no use, check with ! 1 = limited use, allow invader core attackers and defenders 2 = very limited use, only antifa, likely harassment

Use changes based on scouting. There is no counter like with abandonment. Scouts should prioritize these rooms somehow.
