improv+fix: improve issue templates and fix some grammar issues with them

This improves issue templates and fix some grammar issues with them. New bug reports now requires people to confirm that their issue is for The Aether I mod, not The Aether II mod. The issue tracker has been enabled on the PR repo so you can see the updated templates how they would look if someone were to create an issue. Please feel free to change anything in this PR, such as what that you think isn't necessary and changing some things for consistency etc.

When you merge this, please make sure to be squash or rebase merging this, or else the commit history will look very cursed due to me rebasing the PR branch to the 1.20.4-develop branch and there will not be the commit name format you like.
