[1.12.2] Thaumic Restorer Misc. Suggestions

Some assorted suggestions for the Restorer. I'll put them all here since while bugs are generally better off in individual issues, lots of suggestions can clog up an issues page.

1. Restorer could perhaps use multiple different types of essentia to repair different kinds of items. So tools could require instrumentum, swords aversio, armour praemunio, and other more exotic items could also have unique essentia, such as elytra with volatus.
2. Redstone control to turn the restorer on/off would be good, alongside a redstone comparator output linked to how damaged a stored item is (high damage gives high signal, low damage gives low signal).
3. Might be worth making this device a more late-game thing, since it's quite powerful, something that in vanilla Thaumcraft is exclusive to Void Metal tools. Could even make this device require eldritch research or void metal.
4. Since again the device is quite powerful, further drawbacks for it might make sense, such as it creating flux or perhaps requiring more essentia to repair items.
