Cannot established a connection - Note 8
Device: Note 8 OS: Pie, 9 | Windows 10 Modem/Router: Netgear Nighthawk XR500 Problem: Proxy stopped connecting to my phone a couple of months ago (Maybe due to OS update or something), I downloaded a new proxy.rar, extracted, added to firewall, followed the readme file. After adding the "http://XXX.XXX.XXX.XXX:5051/proxy.pac", I downloaded a .cem file and installed the certificate on the phone. I've installed the rootCA and wwe certificate on my computer (I've remembered that I did that previous versions so I did it again just in case) I did download a proxy.pac which I can't open assuming it's for iOS only.
Then I modify my phone's network to the address (192.168.1.2) Port 5050 Exclude 127.0.0.1.
I still cannot get the proxy working or even connect any sites. ! on wifi symbol. dena.ffrk.com fails to load - Page isn't working.
What can I do?

No need to download the pac file, this is for your proxy settings, so get the correct settings. See here: https://github.com/ThauEx/ffrk-proxy#device-configuration
I read the Readme so many times to see if I'm forgetting something but seems like I'm not.
- Start.bat
- Allowed through firewall
- I set this up correctly in my 5ghz and 2.4ghz wifi and nothing worked. Still a ! on wifi symbol.

I noticed my advanced wifi settings has username and password, then I tried inputting the router's credentials and the wifi symbol showed fully connected but no connection obviously.
Oh yea, the terminal showed small different results this time.

The proxy.pac
thing is for BOTH android and ios, it just simplifies the proxy configuration and makes sure, only specific ffrk routes are going throuh the proxy.
In your phones proxy settings, just set it to Proxy Auto Config
instead of None
or Manual
. With that setting, you can enter the proxy.pac
url.

My wifi symbol shows full connection, booted FFRK but the game goes black after square enix shows up. Will try reinstall the game to see if it fix
Why are you downloading this file? This file is required by your proxy settings, your system/browser will download and execute it.
When I added the proxy.pac url and opened up a browser, it just asked me to download proxy.pac and I did.
Terminal is stating "[static] requesting /proxy.pac" after inputting the proxy url in "Proxy Auto Config"
It seems like it didn't do anything? It's just sitting in my download folder in my phone.

Yes, this looks correct. the proxy should work.
I have this same situation, only it seems something must be off because while I think I've followed all the right steps, I get the same thing as OP in my terminal, but no effects in the game.
Nevermind I got it, I had to use the manual Android settings
