It looks like the Oracle site only offer binaries for Intel and PPC, but not ARM/Apple Silicon https://www.oracle.com/database/technologies/instant-client/downloads.html

Since there aren't any known ARM builds yet, we'll need someone with an M1 to provide a screenshot to get verification on Rosetta 2 support.

Be sure to include the App, Activity Monitor showing the app details, and About this Mac so we can see the exact OS version.
