Width and height CSS rules are not respected in dock layout

This means that by default, setting the height and width of a widget using CSS doesn't work (since the default layout is dock).

The dock layout should just defined where the widget is docked to, but it shouldn't override the dimensions of the widget themselves if they've been supplied via CSS.
