Update results table and fix formatting

Updating the Texera UI display for the results table with enhanced readability with larger columns and adding scroll bars. Also displaying message when no results are shown in empty results panel. Fix formatting for frontend, which was missing in the initial pull request.

Per our discussion in meeting today:

1. show the “result” frame even if there is no result of an operator
2. In the “result” frame, use two different text to indicate “no result” vs “empty result set”
3. For the two scroll bars of the table, see if we can get rid of the outer scroll bar.
